Oknum Ketua Panwascam di Kota Mataram Dilaporkan ke Bawaslu
LOMBOKita – Ketua Panwas Kecamatan Selaparang Kota Mataram berinisial R, resmi dilaporkan ke Bawaslu Kota Mataram. Viralnya rekaman audio rapat antara oknum Ketua Panwascam, Panwas Kelurahan/Desa (PKD) dan Pengawas TPS (PTPS) di Kecamatan Selaparang bersama seseorang yang diduga sebagai Caleg di sosial media.
Rekaman tersebut menjadi salah satu bukti yang diajukan oleh pelapor dalam laporan bernomor : 007/LP/PL/Kota-Mataram/18.01/III/2024
Dalam laporan tersebut terungkap, terjadi rapat antara Ketua Panwascam dengan Anggota PKD dan PTPS disebutkan Ketua Panwascam Selaparang meminta kepada PKD dan PTPS untuk 1 orang PTPS harus mencari minimal 10-15 suara di tiap TPS.
Bahkan dalam rekaman tersebut, syarat untuk menjadi PKD dan PTPS yang direkrut harus bersedia ikut membantu Ketua Panwascam memenangkan salah satu Caleg untuk mencari suara di tiap TPS dengan mendistrisbusikan dana yang diberikan oleh oknum Caleg.
Menanggapi hal demikian Suhardi, selaku kuasa hukum Pelapor mengungkapkan, pada prinsipnya kita sama-sama menginginkan Pemilu yang bersih, jujur dan adil sebagaimana asas penyelenggaraan Pemilu di Indonesia yang diatur di dalam Pasal 2 UU No. 7 Tahun 2017 Tentang Pemilihan Umum.
“Kalau penyelenggara terlibat sebagai tim sukses untuk pemenangan salah satu calon, maka jelas telah melanggar asas – asas Jurdil tersebut,” kata Suhardi.
Dijelaskan Suhardi, keterlibatan penyelanggara dalam membantu pemenangan salah satu peserta Pemilu adalah bentuk kecurangan yang telah memenuhi unsur-unsur tindak pidana pemilu.
“Kecurangan tersebut dapat dikategorikan kecurangan yang bersifat Trstruktur, Sistematis dan Masif yang dilakukan oleh oknum penyelenggara,” tegas Suhardi.
Selain itu, kata Suhardi, oknum tersebut melanggar kode etik netralitas penyelenggara karena telah menyalahgunakan wewenang dan jabatannya sebagai Panwascam mengarahkan atau memerintahkan PKD dan PTPS untuk memenangkan salah satu calon tertentu.
“Kita meminta Bawaslu kota Mataram untuk segera menindaklanjuti laporan kami. Pastinya laporan kami ini telah memenuhi syarat formil dan materil sebagaimana yang diamanatkan Peraturan Bawaslu Nomor 7 Tahun 2022, sehingga tidak ada alasan Bawaslu Kota Mataram untuk tidak menindaklanjuti Laporan kami, tidak seperti laporan laporan masyarakat sebelumnya yang dinyatakan daluarsa karena telah lewat waktu menyampaikan aduannya,” jelasnya.
Suhardi juga menegaskan, jika laporannya itu tidak ditindaklanjuti dengan baik, pihaknya akan menindaklanjuti dengan mengadukan persoalan ini ke DKPP.
